Laws of D’hara
The Kingdom of D’Hara is a feudal-republican Kingdom. We value the virtues of knighthood and nobility. We expect our nobility to act nobly as such. Public letters should include some form of proper address, and should demonstrate your dignity as a noble.
Our laws are meant to be guidelines, and the spirit of the law, as interpreted by our Judge, is what will be enforced. (Ours is not a realm of lawyers.)

The State of D'Hara

D'Hara is a Feudal, Republican Monarchy

The House of Lords shall be the main governing body of D'Hara, comprised of the Royals, Lords, and Dukes of D'Hara, and is to be consulted and advised of all matters concerning the realm and its diplomatic dealings.
The position of Prime Minister will be the head of the D'Haran government, elected by all nobles of the realm, and will be responsible for directing and managing the House of Lords, as well as entrusted with the task of representing the realm, embodying its people, honor, and ideals.
A Dragon King shall be declared a Royal of D'Hara, and is allowed certain priveleges and powers, but is beholden to the House of Lords.

A Duke may ask a Lord to step down from a Lordship within their Duchy, and failure to do so may be grounds for Banishment.

This is a feudal right of the Duke and must be upheld, though the Lord has the right to defend himself before the House of Lords or such tribunal as it sees fit to instate. The ruling will be based on the actual oaths given and the circumstances of the request to step down. The ruling is final.

The Crown

The Crown may endorse any Noble as Duke at the Crown's Pleasure, though those within the Duchy should be considered first.

The Crown has the right to have any noble that it deems to be a detriment to the realm banished

The Crown should give reason, but is not obligated to do so unless by the House of Lords.

Insulting the Crown is grounds for Banishment

Respect of Others

Being disrespectful of fellow nobles is highly dishonorable, and as such, those who cannot address others in a respectful manner will be punished according to the frequency and severity of the disrespect demonstrated.
An atmosphere of debate amongst equals is to be engendered, and every member of the D'Haran nobility has a right to be heard, but the content of their speech must be in line with a certain degree of respect.

Creation of Law

The Creation of Law may only be by a referendum amongst the members of the House of Lords.

The House of Lords

May debate and propose new law, policies (both foreign and domestic), or other governmental/administrative concerns.
May be called upon to serve in a tribunal.
May present and support candidates for Dukedoms, Lordships, and council positions.
Will vote in the election of new Lordships.

Midland's Council

Shall consist of all unlanded nobles, in addition to all Knights of D'Hara's various regions. The Prime Minister may also join the council as an observer.
Shall discuss and debate issues which concern the nobility and people of D'Hara at large, with the intent of developing a rapport between the Knights and nobles of D'Hara and the Lords, Dukes, and Royals which make up the upper echelons of government.
Shall elect a Chairperson to direct their discussions and to present their concerns to the House of Lords when necessary. The Chairperson should embody the ideals of the nobility of D'Hara, and be able to represent the knights and nobles thereof when called upon to do so.

Looting

Looting of Rogue regions is only legal with express permission of the crown. All others will be fined heavily.
There shall be no looting within 2 regions of the Border of D’Hara unless ordered to do so.
Looting enemy territories may only be done when ordered or permission is granted. We may wish to take these lands and it may hinder our efforts.

Dueling

Dueling is legal during peacetime for purposes of defense of one's honor.
No one is obligated to accept a duel from one of a lower rank that they are, and in such cases, no honor is lost.
Dueling does not prove who is right and who is wrong; it is purely for the purpose of defending one's honor.

Religion

ALL religions are allowed at the pleasure of the Crown, Duke, and the local Lord of the region. If any of them deny that religion, it may not be preached on those lands, though this may be reviewed by the House of Lords when necessary.
If a religion refuses to obey the decrees concerning their presence or practices in our lands, they may be made enemies of the Crown and State by a referendum, at which time it would become illegal not to arrest the priesthood of that religion when within our borders.

Punishments for Breaking the Law

Unless otherwise stated, the punishment for disobeying the laws of D'Hara shall be in the form of fines, the amount of which shall depend on the severity of the crime, the circumstances at the time, and the pleasure of the Judge.
A record will be kept of all fines issued and for what reason they were issued and repeat offenders may be subject to more severe fines, removal from government positions, or even banishment for refusing to obey the laws of the realm.

On the Ordo Concilium

By order of the Crown and overwelming majority of the nobility, Ordo Concilium will not be allowed within the realm of D'Hara. Anyone caught preaching this faith, will be subject to arrest and will be prosecuted to the full extent of the Law.
Ordo Conciliumis to be considered an enemy of the state for their actions and their threats made to toward the Duchess of Reviel, the Queen of D'hara, and the realm of D'Hara.

On Sanguis Astroism

By order of the crown and overwelming majority of the nobility, Sanguis Astroism will not be allowed to be preached with in the borders of D'Hara. Anyone caught preaching this faith, will be subject to arrest and will be prosecuted to the full extent of the Law.

Revision I: Sanguis Astroism has made the declaration that either you follow our faith or we will force you to do so. As such, it is from this day forward to be considered and enemy of the realm. Anyone cought promoting it or attempting to convert another D'haran, or preaching is subject to Fines and Banishment. And then execution if captured within our lands again. This is by Royal Decree.

Revision II: Sanguis Astroism may now preach within D'Hara under the following rules.

Preaching - Must have permission from the local Lord.
Shrines - must have permission from the local Lord and each shrine must be recorded by the local lord in region description.(limit 1 per region)
Temples - Must have permission of local Lord, and Ducal Crown that the region owes fealty, or Royal Crown if an imperial region.
Any unauthorized shrines may be dismantled. (preferably by a SA priest)
