During the tenure of Lord Vixir Grathe, two tumultuous events occurred:

First, a dissident Highmarchan by the Name of Mathias The Naughty decided to Ally clandestinely with the North and slowly turned Highmarch against Perdan and Vix. Eventually, Highmarch declared it would War Vix's Ally Perdan. Vix, who places honour above all else, warned Highmarch that they would defend Perdan. Highmarch persisted and Vix was forced to take action. At this point Highmarch split, with the honourable Highmarchans the Right Honourable Jeames, Rep Barthogan and Rep Razo taking the high road and rejoining Vix and the dishonourable Lowmarchans Mathias The Naughty, Svetlana and Jarin taking the low road to darkness.

Second, the megalomaniac Master Steward Octavian attempted to quench his lust for power. Not satisfied with the Governorship of Xavax City recently entrusted to him, Octavian dreamed of creating his own Great House, House Profiterole. To do so, he needed to undermine and discredit one of the existing Great Houses. He targeted House Timerat and began a covert campaign against House Head Zolan. A trivial disagreement over control of Castle Ubent's granary was manipulated by Octavian, who raised a Referendum to enforce the right for the Master Steward to control all of Vix's granaries. This new law was slipped through as part of a package of other laws known as the "Emergency War Powers Act". The Referendum succeeded and Octavian then used this new law to castigate HH Zolan, demanding that Executor Vallon banish him. Executor Vallon, being inexperienced, looked to the Vix Cabinet for assistance. Prime Knight Daedalus advised a ban was too harsh and that a fine would be sufficient if HH Zolan continued to refuse to open the Castle Ubent granary to Master Steward Octavian. However, Executor Vallon was intimidated by MS Octavian and decided to raise the ban on HH Zolan. HH Zolan, the victim of a terrible miscarriage of justice and facing impending exile, defected House Timerat to Nivemus.

PK Daedalus then entered into negotiations with Duke Zolan and Duke Zolan agreed to move House Timerat again to neutral Perleone, whilst the dispute was rectified. Duke Zolan did so, and then wrote his terms for considering a return to Vix. The conditions were:
i. The ban on Duke Zolan to be lifted.
ii. MS Octavian to be removed from Vix.
iii. Executor Vallon to be removed from Vix.
iv. Vix to reform it's laws, to prohibit the Executor from unilaterally banning a Citizen without a trial in the future.
