The Democracy of Vix Tiramora was created by Duke Meivmayr D. Lapallanch of Castle Ubent. With the help of the Kingdom of Caligus, the Duchy of Castle Ubent secured the city of Partora from the Kingdom of Perdan. After stabilizing his regions, Duke Meivmayr seceded from Caligus and named his realm Vix Tiramora. Before its formation, the heads of each house gathered to discuss which form of government to choose. After a lengthy discussion, they decided on democracy as its governing system. Despite its initial tension with Perdan, Perdan quickly became Vix Tiramora's fast friend after the ascension of King Odoaker who first contacted Vix Tiramora to raise the relation between the two realms.

Vix Tiramora began its first war against Perdan to test its strength. During this limited war, Perdan repelled and crushed the young democratic army of Vix Tiramora but by the end of the war, Vix Tiramora adapted to Perdan's strategy and quickly regained its lost regions. At the end, the war ended in a draw. Meivmayr stepped down after the war to allow another person to rule.

The latter stages of Lapallanch's tenure saw the development of a rivalry with the new Master Steward Daedalus Dogsbody. At that time, the Lord Vixir position was elected on a monthly basis. Only the Heads of the Three Great Houses could vote meaning it was only limited to the highest ranking members of the democracy which could cause the democracy to fall into becoming an oligarchy. After receiving criticisms regarding the limitation of the system, it was decided upon by all members of the democracy that the position of Lord Vixir should be voted by all members regardless of their house of origin. When the democracy was formed, most regions were focused on the house of Timerat due to other two houses being created out of it. The heads of Rir Vuum and Ghrest showed their concerns regarding the matter so regions were distributed more evenly. Despite this, Meivmayr still influenced most nobles in the democracy through the guild he created in the name of his house which influenced most elections in the early days of Vix Tiramora. Before his retirement, Meivmayr revealed his secret(that only the capitals of House Rir Vuum and Ghrest remained under their respective houses while the rest of the nation followed House Timerat. Some were members of House Timerat in secret which caught other two heads off guard.) to show all the members how fragile the dream of Vix Tiramora could be if anyone was to repeat what he did. Other heads took this as a personal threat however, and did their best to destroy the guild of House Timerat.

During his time, he was not fond of young Dogsbody who was obsessed with silly ideas(by Meivmayr's standard) to cause inefficiency in managing the realm. Meivmayr mainly used his power to shoot down as many of Dogsbody's ideas. Dogsbody's reforms were held back mostly and were even reverted back few times which created an uneasy tension between the two. Meivmayr only respected Jeames out of three Lord Vixirs who succeeded him.

Under Jeames, Meivmayr acted as a de facto Prime Knight and led the democracy against Eponllyn. Despite putting up a good fight, Eponllynians lost their capital and were pushed back north of Bescannon.
