The Emperor

No Monarch of a realm may sit in their throne and hold the title of Emperor. If the ruler of a realm is elected to the position of Emperor, their coronation will occur only after they have stepped down from their royal throne to ascend the Imperial throne. The Emperor will have ultimate authority over those realms that sit within Imperial dominion. The Emperor's High Council will be selected from individuals already in their proposed positions within other Imperial member states. For example, the High General must be selected from one who is already a general within their realm.

The Emperor is to dictate and oversee Imperial development which will entail cross-realm law, foreign policy, military doctrine, and economic development alongside the Imperial College of Electors.

High Council Members

The High General is to be a former general within an Imperial member state. They will have ultimate direction over the implementation of the Emperor's wishes with the Imperial military, and have the responsibility to coordinate other generals. Orders from the High General will be considered equivalent to that of orders from a realm's ruler, with the ruler's orders taking precedence.

The High Chancellor is to look to the law and order of the Empire, resolving legal disputes and dispensing judgement on issues of such severity as treason against the Empire and genocide, and providing a court of appeals to those who feel they have been wronged by their realm.

The High Treasurer is to look to the development of Imperial property and coffers, to allow the Empire to function as an effective body, and to adjudicate transfers of food and gold between realms.

Imperial Councillors will be the rulers of realms, and will be privy to the orders and discussions of the Emperor, and have the right to call for a convention of the Imperial College of Electors at any time.

Imperial College of Electors

Electors will serve as a legislative body to balance the humours of the Emperor by vote when called upon. Each realm will provide two electors, both nominated by the ruler of the realm for life or until retirement.

Further Imperial Ranks

Imperial Ambassadors are to be nominated by the Emperor, and confirmed by the Imperial College of Electors to assist with foreign policy on behalf of the Emperor, with one Ambassador assigned per kingdom outside Imperial jurisdiction.

Imperial Marshal is a title granted to those who serve the Empire and its member states in the command of martial forces, Vice Marshals are not eligible for this title unless nominated by the High General, which must be voted upon by an Imperial Convention.

Imperial Duke is a title granted to those vital to the constitution of the Empire, and those that hold much sway over its development. This title is conferred by the vote of an Imperial Convention, can only be granted to Dukes or Duchesses. This title is not lost if a Duke steps down.

Imperial Knight is a title given to those noble members of the Empire not meritorious of further Imperial favour.

Captain of the Imperial Rangers is a title which is only held by a single individual at a time. Can be held by either a noble or a commoner so long as they are nominated by any Imperial Duke or higher. Must be voted upon by an Imperial Convention.

Imperial Ranger is an extraordinary title given to commoners born of or by choice a part of the Eastrian Empire, who have proven their worth to realms and nobles that they assist, issuable by a common vote in the Imperial College. Imperial Institutions

Imperial Military

The High General is to serve as a coordinator to accomplish the goals of the Emperor on the battlefield. Whilst the High General has command of Imperial Generals, they have no command of Imperial Armies.

Armies will be administered by their realms in accordance with established traditions. Imperial Marshals have the right to petition the Imperial treasury through their sponsor for Imperial funds. In times of war which threaten the existence of a member realm of the Empire, thus the Empire itself, the Emperor has the right to call for an Imperial War with a majority of an Imperial Convention.

Crime and punishment within Imperial Armies will be administered by Imperial Marshals and the respective judges of realms except in the most grave of circumstances, such as treason or genocide.


Imperial Treasury

Responsible for guiding the infrastructure and economic development of the Empire in accordance with the Emperor's wishes, members of the Imperial treasury will ferry gold between embassies and realms. The treasurer will provide grants and loans to lord, duchies, and realms in need with a majority vote from a Royal Chamber.

Imperial Court

The Imperial Court is a body of arbitration, to be utilised only in resolving conflicts of the most serious nature, be they crimes against the Empire, or crimes against humanity.

Imperial Courts will be held when called upon by the Emperor and approved by an Imperial Vote.

The jury will be composed of one non-electoral noble per realm as decided by each Imperial Monarch, presided over by the Imperial Chancellor.

The Emperor may nominate a prosecutor, and the accused may nominate a defender or represent themselves to the Imperial Court.

Votes to convict must be unanimous, with punishment to be decided by the Imperial Chancellor presiding.

Imperial Rangers

A conclave of meritorious commoners, the Imperial Rangers can be called upon by Imperial Knights to assist and aid with the prosecution of monsters and undead, as well as provide a reliable base for scouting enemy territory near and far.

Imperial Land Rights

Territorial changes within the Empire will only occur by consent between both realms rulers, and a subsequent Golden Vote.

Revolutionary changes are illegal, and are to be corrected immediately, regardless of war or inconvenience.

Admission of new territory to the Empire will only occur by annexation, or consent from external monarchs, or by the terms of a multipolar treaty, or by unanimous consent of the Royal Chamber.

The excision of a territory from the Empire can only be nominated by a majority Common Vote, and can only be confirmed by a 2/3rds majority Golden Vote.

Religious Policy

Legislation regarding religions must meet a 2/3rds majority to pass in an Imperial Convention with veto power by the High Chancellor, or a unanimous vote (minus the Chancellor) to overrule the High Chancellor. Per the Perleoni Charter, the Empire has no official religion. This may be changed by a nomination by the Emperor, with a 2/3rds majority vote by an Imperial Convention
