Toren (SEI)/Toren Commission

The Toren Commission is an official advisory commission for the realm of Toren, dedicated to providing the nobles of Toren a focal point to address the concerns of reform and open government. It came into existence after the Toren Rebellion concluded, and the government wished to address the root causes of it. The commission consists of a group of 5-10 nobles of all persuasions that are charged with identifying the current internal problems the realm is facing, then finding ways to improve or eliminate those problems by crafting concrete proposals aimed at putting those recommendations into action.

Background

In early spring, the Toren Reform Party announced itself to the realm, openly stating a dissatisfaction with the current leadership of Toren, stating that it intended to push for reform. At roughly the same time, Fisc, Fiduciary of Toren, called an early tax with the stated purpose of allowing the nobles in Toren to refit quickly and return to the front lines.

This caused a noble within Toren, Nobdy, to aggressively question the leadership, and demand repayment of the tax on his excess cash on hand. Nobdy's public outcry spread, with the subject of public debate quickly turning not to the tax, but to the general dissatisfaction with the leadership of Averyll, Pontifex of Toren.

The debate degenerated into emotional, and powerful cries for change. While this was occurring, an underground movement began to swell in Toren, filled with nobles dissatisfied with their government. The underground quickly made plans to rebel.

The rebellion began quietly one morning, and quickly spread. The loyalist forces, however, were able to quickly deal with the rebels in Toren Stronghold, effectively ending the armed insurrection.

The leader of the loyalist forces, Fisc, in consult with Sir Hawkwood, made an official offer to establish the Toren Commission as a way to provide an official vehicle for the redress of grievances against the realm.

While the commission was not formally part of the ceasefire with the rebels, it was clearly born of the rebellion. It is the hope of all involved that the commission can provide a bridge between the established leadership, and the reformers, to end internal discontinuity, and create a new, strong sense of harmony in the realm that is in such desperate need of healing.

Mission

The Toren Commission is officially charged with the gathering of all information relating to the betterment of the realm of Toren. This can include:

  • Questions of communication between leadership and the nobles of Toren.
  • Suggestions relating to foreign policy
  • Suggestions relating to military strategy
  • Suggestions relating to fiscal policy
  • Official complaints of any type

Once an issue is identified as problematic, the commission will fully investigate it, release a finding that states what it will take to correct the problem, and formulate an action plan to formally address the issue publicly.

The commission is required to take action on all issues that are presented to it, either internally by commission members, or by nobles of Toren who simply have concerns.
