It does seem kind of odd. You could assume that only the major rivers are shown, and that marshlands and lakes are not shown. Not surprising, given the scale of the map. I do agree, however, that saying fish and waterfowl are a major source food in a badlands region seems to quite a stretch. "Badlands - a region marked by intricate erosional sculpturing, scanty vegetation, and fantastically formed hills —usually used in plural" Given this interpretation, it could easily be construed as a region where people have to resort to living off of fish caught in the rivers that do the "intricate erosional sculpturing" in order to survive.
