Duties and authorities of the Members of the Hierarchy

Here is decribed in detail what positions in the hierahcy there are and what they mean

Government:

The Ruler

The Rulers job is to make sure the realm is banded together, he has the lousiest job of them all. He needs to make sure there is almost always a place to loot whilst not endangering his realm into utter destruction. He needs to make sure the people stay happy and protects the duty of the Judge. He needs to be clever in what he does, and he needs the charm to be acknowledged by the realm. The ruler also deals with grudges and fights with foreign nobles. The Ruler is elected once.

The Judge

The Judge protects the constitution and makes sure the citizens of Madina do not act like wild boars... all the time. Madina is a realm full off settlers, mostly commoners and the Judge makes sure that these settlers stay somewhat organized and act like they are nobles. He enforces the law and his word is the law. He has the authority to overrule any law there is when necessary. He needs to be careful and patient, he needs to be able to handle chaotic situations and think of creative solutions to problems between nobles within the realm. The Judge is elected each month and thus needs to win the favour of the people every time again. He can enforce a law you'd like to see enforced, thus indirectly a new judge could mean more or less looting expeditions.

The Admiral

The Admiral OVERLOOKS the army, he doesn't control it, only in times of national security. Madina will not use it's army to go to war, Madina will only go on expeditions and loot the hell out of foreign nations, they will only fight battles on there own grounds. The General will only function as a strategic advisor to those who are planning foreign expeditions until the national security is in danger, than the general will start functioning as a 'normal' general and every unit will thus become under his command. The general is appointed by the ruler or elected once or each quarter.

The Banker

The banker has a similar function as the general. He overlooks all the trade within the realm and all of it is reported to him and the governor(duke). He makes sure no region in Madina starves and he advises people how to make more profit if they would like to. He shares the job of the Governor(duke) and together with the Governor(duke) he makes sure the government gets enough income to finance there projects or them selves. He also functions as a negotiator between the Governor and the other landowners who supply the governor with food and resources. As described in the constitution(Article 6.B), The banker can overrule Article 6.A and take control over all the trade and even the gold income of every region in times when the Isle is reaching the point of starvation. The banker is also allowed to give the governor the permission to take control of the trade all over his duchy. The Banker is appointed by the Ruler.



The Governor

The Governor is a title of honour in the Republic of Madina. He and the Banker make sure no region starves, he has the power to control all the trade in his Duchy though he does not have the permission do to so ever, he needs to work closely together with the banker and should ask his permission to do this. The governor also has a very unusual authority, he decides how big his duchy should be. He can call upon all his Lords(Landowners) to Take a certain rural region to be added to his duchy. he is allowed to do this as long as the regions do not belong to any realm at all, if it does belong to a realm he needs permission of both the Ruler and the General as described in article 11. The governor always decides who owns what land, even if a region doesn't belong to his duchy. The Governor gets appointed by the ruler. The governor also has the same rights as the land owner concerning agreements of Service(Oaths)


The Land Owner

The landowners can make agreements with foreigners to serve under his command. He stands up for there needs and he also can ask them to stand up for his. He can trade his resources and food with anyone or let his knights do this. He can go on foreign expeditions and loot the crap out of some regions or let his knights do this for him, he can also ask part of the income from this looting mission from his knights. Landowners work together with the ruler to keep the people happy and satisfied with they need. They have to respect the law and there governor. They are appointed by the governor.

The Citizens

Citizens are those who enjoy the liberties and rights of the condition under the protection of there Landowner(Lord) and of course the Judge. They are bounded with there landowner(Lord) and only have to deal with him unless there is a treat of national security where the General takes command of those citizens who command troops. But even without troops, every citizen can be called upon to protect there republic. The citizens can demand anything from there lord and can complain against any rule or for any war they want, this is all protected by the condition. Citizens are free to have there own belongings and do what ever they wish to do with it as long as they are not in conflict with the Constitution.

The Foreigner

Anyone not aligned to a Madinian landowner(including unaligned nobles). They have no rights at all and are in a very dangerous position when entering Madinian grounds. Ofcourse within these groups there are allot of diversities. Nobles will ofcourse be treated different than Commoners, but they are simply not protected by the law and constitution.
