Religions in the Republic.

Provisional rules and comments, pending final ratification.

In general, the Republic shall have no single state religion. It does not mean Government members cannot be members of a specific religion, as that would be nonsense, since everyone believes in something, even if it's paganism. It merely means that the interest of the Republic shall be placed above that of any religion.

It also means that, in general, religions shall be allowed with certain caveats:

  • It does not give the peasants cause to doubt the nobility, for example,
  • Having nobles aside from priests and peasants getting too familiar.
  • Noble believers prancing around in the nude or some such nonsense.
  • Perceived evil magic or rituals such as necromancy, though sacrificing animals as offerings to the gods does not count as such, unless it's to curse someone or cause ill.
  • So on and so forth.
  • No religion which holds a currently accepted religion in Madina to be evil will be allowed a presence. If a currently accepted religion declares another to be evil, then they will have a week to withdraw from our lands before being forcibly removed.
  • A Landowner has the right to dictate whether the presence of any religion is allowed and the type of activities they can be involved in, providing the religion does not contravene the above guidelines. Unless a religion is not welcomed to the entire realm, priests should be allowed free passage so long as it is simply passage, if the Landowner forbids religious activities.

Foundation of Religions in the Republic.

Foundation of a religion is permitted providing the following procedures and conditions are followed:

  • The prospective founder of the religion has to be an existent Landowner.
  • The Landowner brings the request to the Grand Council and explains the religion.
  • It must adhere to the general points made above concerning suitability. Or it will not be considered.
  • There has to be support from one other Councillor. To second the bid, as it were.
  • The prospective founder must come up with enough funds to found the religion prior to bringing the matter to the Council. Petitioning for funds is entirely a private matter between the donor and the prospective founder and the Government as an institution will not provide the said funds.
  • The Grand Doge shall state a time period (5 days) during which objections can be voiced - to all councillors. The reason for an objection must be explained, even if it's simply "it goes against my beliefs".
  • Only Government members and current Landowners can voice objections. Thus councillors who have lost their land and are not Government members cannot vote on this kind of issue until they are re-appointed.
  • All objections voiced shall be treated as having equal weight, regardless of station.
  • Should 2/3 of the Council object, then the religion cannot be founded. The Grand Doge will state prior to the vote what 2/3 implies in actual numbers.
  • Such requests can only be made once a month at most. Some private lobbying prior to bringing it to the council to avoid frequent rejections is strongly recommended.
  • No religion can be founded until the voting is concluded. On pain of destruction of the religion, assassination, banishment, so on and so forth.
  • Similarly, falsely representing their beliefs, whether by omission or outright distortion, etc, to have a religion founded shall also incur the wrath of the Republic and lead to the destruction of the religion, banishment, so on and so forth.

Note that Landownership will not be given out to specifically found religions. A Landowner is appointed based on the strength of various claims and at the discretion of the Grand Doge or the Governor, depending on the region, and only when there's a vacancy. That the two might happen to coincide is just that, coincidence.

The term Landowner includes Governors who in addition to their position as Governor of a Duchy are Landowner of a City or Stronghold.
