Imperium of the Protectorate

This page uses present-tense language to describe one or more realms, people, events, features, or other items of game-related content that do not yet exist, and may never exist, at least in the form described. It is, at present, a work of fiction written with the hope that it will become true.


The Imperium of the Protectorate was founded by Willhelm Octavius I when he set out north from the lands of Madina with the men of the Black Regiment. He had left to found an empire, and found one he did. After many days of travel he found the Chateau Saffalore besieged by monsters. He fought a firece battle agains the monsters, killing most and driving away the rest, the local population was so grateful that they offered him their region to become the capital of their new empire. And so the Imperium of the Protectorate was born.

Government

The Imperium of the Protectorate is a Monarchy, but in practice it is a constitutional, rather than absolute, monarchy. Whilst the hereditary Emperor holds much of the power his decisions are regulated and even overturned by the civil government. The system was designed by Willhelm I to restrict the powers of the Emperor so that a single mad ruler could not destroy the entire realm as happened during the reign of King Gauihu the Mad in Abington.


The Imperial Parliament

The lowest level of government is the Imperial Parliament, a body composed of all alligned nobles of the realm and where everyone, regardless of rank is equal. Its powers, however, are limited to electing one representative to the Privy Council and the Canbinet from amongst its number. Anyone is elligible to stand provided their self-nomination is seconded by two other Members of Parliament (MP). The nominee who receives the most votes (porvided more than half all the MPs voted) is sent to the Privy Council and the Cabinet as the Parliamentary Representative (PR). In order to ensure that the PR is not subject to undue influence he must swear an oath of alleigance solely to the crown upon his winning the election. he is subject to reelection every three months or


The Cabinet

The Cabinet is the next level up and acts as the main civilian branch of government from which Privy Concillors are elected, it also has the power to propose legislation to the Privy Council. Its members consist of all the Dukes of the Realm, the Home Minister (Judge), the Defence Minister (General), the Finance Minister (Banker), the Prime Minister and the Parliamentary Representative. The Emperor is forbidden from having a seat on the Cabinet, no matter what other titles he has. All laws must be proposed in Cabinet and be seconded by another Cabinet member before they move onto the Privy Council for approval.


The Privy Council

Above the Cabinet comes the Privy Council, this is an advisory body to the Emperor and has the power to approve legislation. It consists of the Emperor, the Prime Minister, the Parliamentary Representative, the Home Minister, the Defence Minister and the Finance Minister. It has the power to approve or reject legislation according to a majority vote where the Emperor has three votes, the Parliamentary Representative has two votes and all the other Privy Councillors one vote each. Any legislation passed is implemented by the Prime Minister, regardless of his personal views on the issue upon pain of exile. In times of war the Privy Council can be suspended as the main decision making, but not legislative, body by the War Cabinet.


The War Cabinet

The War Cabinet supercedes the Privy Council when the Imperium is at war. It consists of the Emperor, the Prime Minister, the Defence Minister and all the Marshals. It functions identically to the Privy Council for the duration of the war but it is forbidden to pass laws without the approval of the Privy Council. The voting system is identical to that of the Privy Council except that the Emperor has three votes, the Prime Minister two, the Defence Minister two and each of the Marshals having one.


The Prime Minister

The Prime Minister is head of the civilian government and is elected every two months in a referendum from three candidates selected by the Emperor. The position of Prime Minsiter is the highest position to which a noble not of royal blood can aspire.


The Emperor or Lord Protector

At the top of the system of government is the Emperor. The Emperor must be a member of the Octavius Family to be crowned as Emperor. However, they must prove themselves worthy of the title by being elected to the position by the majority of the Imperium's nobles. If there is no fit candidate then a Lord Protector is elected who has identical powers and positions to that of the Emperor but who is forbidden from changing the lwas of succession and must yield his position to any valid claimant to the throne. The Emperor or Lord Protector have various powers under the Imperial Perogative. He is the only one permitted to declare war or select the holders of the positions of Finamce and Defence Minister. He is bound by law to hold a referendum if it is called for by at least three nobles. He is also the only one permitted to sponsor an army as he wishes. All others must have approval from a majority of the Privy Council.


History

The Founding

The Imperium of the Protectorate was founded by Willhelm Octavius I when he set out north from the lands of Madina with the men of the Black Regiment. He ahd left to found an empire, and found one he did. After many days of travel he found the Chateau Saffalore besieged by monsters. He fought a firece battle agains the monsters, killing most and driving away the rest, the local population was so grateful that they offered him their region to become the capital of their new empire. And so the Imperium of the Protectorate was born. Although the original seed of the Imperium was small, Willhelm I immediately informed alll other rulers that he was claiming the land which the Imperium would eventually come to occupy. In order to be sucessful in this he had deliberately travelled far from anywhere else before founding the Imperium and he ensured that most of the land he claimed was either barren or wasteland and clearly bounded by natural features such as the River Octavius to the south.

In order to encourage nobles to come to his realm he said that the first four nobles that came to his banner would be made Great Houses and given hereditary dominion over various regions, he also promised land and titles to any others who joined him. He even went so far as to welcome peasnat refugees fleeing from famine, wars and religious persecution in their homelands. With this influx of citizenbs he was able to consolidate the Imperium and set about forming the same governmental system that remains in place today.


Culture

Religions

The Imperium is a diverse realm and its secular government allows many religions and guilds to flourish. Each Great House is permitted to decide the laws on religons and guilds within its own dukedom and this has led for a great deal of variety across the Imperium. The only rule is that any religon or guild that fails to tolerate others must leave the Imperium or be destroyed.


The Great Houses

The first to Willhelm I's banner were allowed to form the Great Houses and were promised dukedoms when sufficient land was conquered. Each Great House controls a duchy and is permitted to decide who is the Duke of that duchy and who will be Lord of one other region in the Duchy. This gives them all a guaranteed seat on the Cabinet apart from Great House Octavius which as the House from which the Emperor comes is automatically barred from having a seat on the Cabinet. Each house has a great deal of say over what happens within the regions they control but the Emperor or Lord Protector ensures that the majrity of regions within the Imperium are Imperial regions only and not sworn to one Duchy or another. The Lords of the Imperial regions are selected by the Emperor personally though his choice may be revoked if two thirds of parliament votes against it.


Military

The Imperial Guard

The military of the Imperium is centred on the army sponsored by the Emperor, the Imperial Guard. Each region is required to supply an case-by-case selected number of men for the Imperial Guard. The Imperial Guard is based around the capital with detachments being rotated through necessary duties so that any incursion by a foreign power can be swiftly countered by those on border duty.

In order to reduce the number of men required for border duty, each region is also required to equip an maintain a sufficient number of militia to defend against any standard monster or undead incursion without the army having to be called in.


Duchy Detachments

Each duchy also has a detachemnt of men assigned to them from the Imperial Guard to cover any additional internal security problems that may arise within that duchy.


The Black Regiments

These are named in honour of the original Black Regiment which was the body of soldiers who accompanied Willhelm I on his historic journey to found the Imperium. Because of this prestigious past only mebers of the Great Houses may maintain these regiments with every man and woman in the Black Regiments being sworn to the Emperor, the Imperium and their commander. They are trained and raised in the capital itself and can only be recruited eith proof of entitlement. Anyone found guilty of impersonating the Black Regiment is subject to an immediate 200 gold fine for the first offence.
