You know full well why that happened. TC didn't run for two full turns, so the leadership decided to cancel the orders and just turn around as per the peace talks. Then Tom manually ran the turn like 3 hours after that. The 17000 CS was pretty much all on-way to Elloranaal, the mere 12000 CS Rio/DoA force would have been slaughtered.
