The Noble Constitutional Monarchy of Perleone

Preamble:

We the nobility of the great houses of Perleone, united in purpose and inspired with the will to renew and strengthen our realm, to govern with honor and dignity, and establish a general state of tradition and order, do hereby adopt and enact this Constitution.


Structure and Composition of the Government Body:

Head of State: A Monarch shall be elected in a free and fair election and shall rule for life.

Head of Government: A Prime Minister shall be elected in a free and fair election, every quarter.

Head of Arms: A Protector shall be elected in a free and fair election, every quarter.

Head of Treasury: A Distributor shall be elected in a free and fair election, every quarter.

Ducal heads: Dukes shall be selected by the Monarch, with the assent of the Prime Minister alone, or the joint assent of the Protector and Distributor.

Responsibilities and Privileges of the Head of Government:

It is the Prime Minister’s responsibility to propose and lead the discussion of domestic and foreign policy changes with the realm. After a reasonable period for discussion, and revision of proposals, the Prime Minister must seek royal assent before taking the matter to referendum or a vote by letters. This pertains to matters of:

  • Revising the Constitution
  • Changing election laws
  • Reducing and raising diplomatic relations with any realm and entering into or withdrawing from treaties and alliances
  • Legislative changes (on magic, duelling, looting & new laws)

Should the Monarch and Prime Minister be unable to reach an agreement on the proposal, a public referendum shall not be proposed unless a majority of the Government Body is in favor of it, or the proposal has the vocal support of one third of the nobility.

Should any proposed change meet the will of the majority, it will be considered to have passed, and must be enacted by the realm.

It is the Prime Minister’s responsibility to levy punishments on nobility, including banishment, execution, and fines, with either royal assent or the unanimous consent of both the Protector and Distributor.

Responsibilities and Privileges of the Head of State:

It is the Monarch’s right to initiate referendums or a vote through letters in urgent matters without consulting the Prime Minister.

Referendums or votes through letters must be made in order to declare war or to stop peace talks.

It is the Monarch’s right to have the final word on matters which are not noted under the Responsibilities of the Head of Government.


Responsibilities and Privileges of Nobility:

Once one third of the nobility express a desire for change in legislative, domestic and foreign policy, the Prime Minister must start a referendum to see the change added into law, without the need for royal assent.

It is the responsibility of the nobility to ensure that the Constitution is upheld, and protest unconstitutional acts by the Government Body. They have invested power in the government, and hold the power to take it away with their unified voices.


Rules, Laws, and Decision making:

  • Nobles may not hold more than one Government Body position simultaneously.
  • Free and fair elections are defined as elections where any noble of Perleone may vote and be eligible for public office.
  • The Monarch may establish no private message halls in Perleone save a Military Council- all other matters are to be discussed openly in the public sphere.1
