With respect to the nature of infiltrators, a judicial template is necessary to better foster communication between our great realm. Herewith is a Judicial Agrrement to eliminate confusion with regards to ennforcement. Also within this agreement, as a gesture of good faith and respect to a realm whose culture is steeped in the tradition of the Art of Infiltration and has demonstrated their ability and respect for an honorable profession,Giblot formally apologizes for the execution of both Alnus Metsames and Thyk Whiteblood and humbly offers our condolences to the family and kinsmen of these brave men.

In our respective realm's history, there has been situations in which execution has been an option,with this agreement execution is no longer an option to our respective judges.

1st offense-standard incarceration 2nd offense-standard incarceration 3rd offense-standard incarceration + warning of banishment upon commitment of next offense. 4th offense-banishment or deportation. 5th offense- up to the discretion of the Judge at this point, I think at this point the case should be discussed between the respective Judges of our realms to attempt to resolve the sentence. At no point will execution be utilized as a punishment.

As we are all well aware, bounties are out there and are hard to pass up, so as a suggestion, should an infiltrator decide to attempt a bounty he should inform the Judge in advance. This way our respective Judges can inform each other of the potential situation. I realize it puts the Judge in a tricky situation but we can craft some form of communication between the Judges in this situation.

This is a suggestion, should an infiltrator get up to and past the 5th offense, I think the respective Judges should make a consensual agreement upon a heavy fine for the transgression. The restitution from the fine be split 75/25 to the injured realm. This would be a reasonable solution to the problem as far as I can see and empower the Judges from both realms to keep their respective infiltrators in check.I invite your comments on this idea.
