The sway the Ordo Concilium once held over Dwilight is believed to come from the various deities which were a part of it. The once numerous gods that could be worshiped allowed it to encompass many different views under it's sway and thusly anyone who held those beliefs. There are generally two classes of gods within the Ordo, the High Plane Deities which are Genesis and Armageddon, and the Concilium Deities which are those that are more commonly worshiped.

Unlike those of the High Plane, the Concilium gods are those that are more likely to interact with the world, typically through their chosen Wordbearers. The High Plane deities on the other hand are more universal concepts than actual gods and it is through worship to the Concilium that the High Plane is respected.

High Plane Deities

Calling the two entities of the High Plane "deities" isn't entirely accurate. The two, Genesis and Armageddon, are more like universal concepts of everything that will be and everything that has happened, or creation and destruction, both analogies respective. Azarus is said to have once described them as "everything and yet nothing" attempting to explain as far as Zanaras could tell that they reside within everything, even the Concilium Deities themselves. This was later confirmed as he spoke of how gods came to be, inferring that gods actually come into being when Genesis and Armageddon believe their to be a reason for their existence and [the gods] leave when they can find no more.

A prime example of this is how Solani only came to be after Edith committed actions in the name of this goddess which Edith didn't actually know existed at the time. Azarus is believed to have said how Solani didn't exist at all until then, while Solani states she has memory of centuries. This brings us to one of the other aspects of the Ordo Concilium, in that the gods aren't all knowing and that they tend to disagree sometimes. This may be another reason why the religion spread so far, because to the common mortal it seems more closer to their level than other religions making it easier to sympathize with.

Concilium Gods

Unlike the two High Plane Deities, the Concilium Gods are not only more numerous but also tend to interact with the mortal plane. There are also particular dates which each god is said to have entered this existence and this order tends to dictate the power the god holds within the Concilium itself, but not always as the number of followers can also play into this.
