Preamble

Our will is as Iron, our Unity forged in the fires, and from the flames, Strength. Luria Ferrata is bound in the traditions of the Lurian People, and we are its chosen representatives, to serve the Empire, and our people underneath both Sun and Sky. Together here we bind ourselves together in unification, under one banner, and one Codex to preserve our traditions, safeguard our people and our way of life. One people, One Luria, Clad in Iron.


Article I: The Rostra

I.I: Composition of the Rostra

a. Monarchs of Luria Ferrata, who each rule an independent Kingdom under the banner of Luria Ferrata, shall be granted a seat upon the Rostra.
b. All Council members will have a seat upon the Rostra.
c. The electable council seats will be made proportionate to the noble population of the realm, not counting Council members. This number shall be half the eligible noble count, minus two.
d. Each member of the Rostra will be accorded one vote.

I.II: Rostra Elections

a. The Rostra will be elected once a quarter, following the Quarterly Elections for the Praetor and the Aedile.
b. Rostra elections will run for four days, and will be decided by a single referendum. All nobles of the realm save for the Council and the Monarchs, are welcome to run.
c. Each noble will be accorded one vote in the Rostra elections. Depending on the number of seats available, the nobles with the most votes will be appointed to the Rostra for the next quarter.
d. Nobles wishing to run for the Rostra MUST announce to the realm their intentions to seek the office. This is to prevent malicious voting for candidates who do not seek the honor of belonging to the Rostra.
e. Should a Rostra seat become vacant, the seat will remain so until the next election, unless the Rostra chooses to hold an emergency vote. Should the Rostra so decide, a three day referendum will be launched, and all eligible candidates for the Rostra may run by announcing their candidacy. The noble with the most votes will fill the vacant seat on the Rostra for the remainder of the term.

I.III: Powers of the Rostra

a. The Rostra will serve as Luria Ferrata's Legislature, and as such is in charge of drafting, altering and abolishing the laws of Luria Ferrata.
b. Any member of the Rostra can make a proposal to draft a new law, alter an existing law or abolish an existing law. Before the law can go to vote, a minimum period of 24 hours to discuss the law will be enforced. During this time, any other member of the Rostra may second the proposal, forcing the issue to a vote. If the proposal does not gain a second within one week, the same proposal may not be made again until the Rostra reconvenes the next Quarter.
c. Votes will last for five days. The Praetor is responsible for tallying the votes. A simple majority is required to pass any proposal, with a few exceptions that will be outlined in section I.III.e.
d. All legislation passed by the Rostra must be ratified by the Dux to become law. The Dux may at any point, veto legislation passed by the Rostra.
e. Certain matters will require more than a simple majority to pass into law. Overriding the Dux's veto, legal successions, entering into a federation, and any matter that will significantly affect Luria Ferrata's standing in the Lurian Hegemony will instead require a qualified majority.
f. Pertaining to section I.III.e., in the event of a no-confidence vote in a Rostra or Council member, with the Dux being exempt, a three-quarter majority is required, with the Dux's approval. This must then be taken to the realm in the form of a referendum which would require a two-thirds vote and the Dux's continued support to pass.
g. In the event of a tie vote, the Dux casts the deciding vote.

Article II: The Council

II.I: Composition

The Council will be composed of the following individuals:

a. The Dux/Domina
b. The Legatus
c. The Praetor
d. The Aedile/Grand Panetier
e. All Monarchs

II.II: Responsibilities of the Executive Council

a. The Dux is responsible for the realm's diplomacy, the appointment of emissaries and ambassadors. The Dux is also responsible for keeping good order in the Rostra and ratifying legislation. The Dux is also expected to provide copious amounts of wine and other spirits to members of the Rostra.
b. The Legatus is the sole military authority of the realm. He commands the armies in times of war, and is responsible for the defense of the realm.
c. The Praetor is responsible for administering the laws of the realm, and keeping the Dux's peace. The Praetor also is responsible for the basic administration of the Rostra, tallying votes, running referendums, etc.
d. The Aedile is responsible for feeding the realm. All granaries in the realm should be open to the Aedile to ensure food is distributed as needed. The Aedile however, does not have the authority to sell excess grain for profit. Any food in excess of the realm's needs is the property of the Lord whose region produced it.

Article III: The Laws of Luria Ferrata

III.I: Laws and Penalties

a. Any persons found guilty of an act of conspiracy against the government of Luria Ferrata, with the goal to disrupt the functions of the realm, or to aid a foreign realm in harming Luria Ferrata, is to be treated as a traitor to the realm and is to be met with banishment followed by execution should the individual return.
b. All condemned to die in Luria Ferreta shall have molten Iron poured down their throat until they cease to be alive.
c. The looting of regions regarded as Lurian, be they occupied by rogue forces or not, is prohibited and the perpetrator is to be fined 50 gold pieces per offense. Repeat offences surpassing ten accounts may be treated with banishment pending a review by the realm council.
d. Lords may not trade food without first obtaining the approval of the Aedile. Failure to abide by this law will incur a fine equal to the value of the food sold, plus a fine of up to 50 gold pieces, to be determined by the Aedile.
e. Religious freedom is to be encouraged and protected. Any act to suppress the followers of any religion in Luria Ferrata, with the exceptions in III.I.f., shall be met with a formal warning by the Praetor, followed by a fine of up to 20 gold pieces, increasing to up to 50 gold pieces for repeat offences.
f. Any religion that serves to disrupt the realm, or harm nobles of Luria Ferrata, or that actively defy Article III.I.e. will not be considered lawful in Luria Ferrata.
