In a true Democracy, such as Kalmar Islands, the history of the Lands is recognized as part of the Culture. Any information related with the Realm must be preserved unchangeable through the years and available for easy access from the public in well-organized libraries, both for quick reference to important events of the past and the recent history as well as for providing the means for basic knowledge to anyone interested. The information that must be available in every National Library, as indicated by the Central National Library of Kalmar Islands, must be organized in three Sections and specifically:

The actually islands that make up Kalmar islands came into being after the great cataclysm on the east island. This is discussed in detail here: Bad Tidings The cataclysm involved various cults, prophets, destruction, civil wars, ill omens, etc. all most mysterious. After such instances, the great mountain on Chaos Island burst forth spewing ash which for days darkened the skies over the whole continent. When thge sun's light began to pierce through and the ash subsided three islands were formed west of the east continent. Soon brave, and adventurous young settlers began homesteads and businesses in their new city Kalmar. Monks from the mainland came to see the enigmatic new temple "Chaos Temple" that appeared on one of the islands. The regions were settled into, and the new land was ripe for conquest. But it was not foreign powers that fought to take the islands. Instead a new realm forged from the peace of long enemies, Old Rancagua and Perdan. Ten nobles from each realm formed a colony in Kalmar city and began to invade the surrounding regions. At this time two events occured. The colony was granted independancy and considered a realm in it's own right and a large amount of nobles flocked to the area. These nobles began a swift conquest of all three volcanic islands. In this they suceeded, but at a cost. Many a man lost his wealth and soldiers. Scarcity of goods for repairs plagued the realm for a short time. But regardless, Kalmar Islands first priority, the unity of the three islands under one  banner was complete.

The reformation of Kalmar Islands
Until recently, Kalmar Islands was a monarchy realm. Led by King Prometheus, it was a peaceful, but poor and embarassingly weak(militarily) nation. While the meager army was fighting monsters on the northern island. El Cid initiated a rebellion to the dismay of the Kalmarians. He and numerous others had rebelled against the peaceful kingdom. The military was far too weak and it takes a long time aboard a ship to reach the capital in Chaos Temple. The rebellion was successful and the counter-rebellion, began far too early and unorganized was easily destroyed. About half of the 40 Kalmarians were banned from their realm. It became a tyranny under El Cid. He proclaimed it a new Avamar. Those that remained neutral were forced to pay a fine to remain in the nation. The few Kalmarian people were now lead by foreigners, and not by Kalmarians. This government was unsupported by Avamar and the rest of the continent. Eventually though the Avamarians reconsidered, and realizing their home-city Avamar would not be easily regained, Avamar took up residence in Kalmar Islands, with the reconquest of Avamar a very long-term goal. Even more recently, a planned rebellion reformed the government into a democracy almost exactly as old Avamar had. Under the new democracy free speech among nobles flourishes, as does nobles control of the politcial matters of the nation. Freedom in all aspects of society now exists. The entire Kalmar Islands was completely reformed. To see information about pre-rebellion Kalmar Islands see the Kalmar Monarchy.

The Government of Kalmar Islands
The Kalmar Islands is a democratic realm that places a very high value on freedom and the individual's voice in government. Under the monarchy, there was discussion but ultimate power rested with the king. The King was elected only when the previous King was unable to rule. Hereditary rule was not in place.

The new system is far more complex. It is continually being refined and added to. Progress is being made to turn the government from a somewhat anarchic realm just freed of autocratic rule to an organized and effective democracy. Many ideas are being proposed and weekly assemblies are held. These assemblies are the realm's most talkative and productive times.

The Assembly and other details of the Democratic Functions of the Realm
As voted by the People of Kalmar Islands after the establishement of the Democracy:

General approach to Assembly

The Assembly gives orders to four executive officers who acts in the assembly's name. It sets what each officer is supposed to do, then audits their actions to ensure that they are in compliance with the will of the assembly.

Each executive officer reports whatever they do to the assembly for aditing, using their respective bulliten. The assembly has 3-4 turns to comment on his actions at the time.

Every weekend, the assembly holds a General Meeting. Thus it has 3-4 turns for auditing, as well as tabling and debating new motions. Basically, a weekend of running the country.

Durning the week emergency meetings can be called with only one emergency motion tabled and no audit until the general meeting. Voting closes in 1 or 2 turns depending on the time constraint. This should enable the executive officials to 'get stuff done', but they'd best be careful what they call emergency meetings about or they'll be asked to step down.

Removal from office can only happen at the general meeting. If the executive official is doing something really bad (like, say, betraying the kingdom) people can protest as normal. Otherwise, they should wait.

Imperium:

The assembly can hand out Imperium if it feels that things need to be done quicker then usual. Imperium is: "the power vested by the state in a person to do what they consider to be in the best interests of the state". A person with imperium would have, in principle, absolute authority to apply the law within the scope of his field, but could be overruled by the assembly. The general would by definition have Imperium of the army, allowing them to command the details of military strategy and order troops around.

Imperium is just supposed to be a sort of: "Okay he gets to tell us what to do in this case, but if he oversteps we can take it away." kind of thing. Imperium should always be specific; no Imperium of Everything, because that leads to tyranny.

Assembly composition:The assembly is made of all members of the realm. When a new player to the game or just realm joins they are not part of the assembly, but instead are expected to talk with a mentor and have the rules and history explained. Once the mentor 'passes' them and says that they are ready the new player is placed in the assembly.

Executive Officials:Ruler, Judge, Banker, General, and to a lesser extent the local lords, are all considered executive officials. They enact the will of the assembly. They have, in theory, no actual power (compaired to other realms)as all their decisions must be justified by the people.

Voting:

Voting in the assembly will use quorum.
+
The Culture of Kalmar Islands
Quorum: absolute number of people who must vote in favor of a motion in order for it to pass. Quorum should be no more than 3 people for everything. ex: 3 people vote yes vs. 2 vote no => motion passes

Kalmar Islands for many years have been an unfortunate place to live with many sad events being recorded through the ages. Taking in consideration the various changes of the Kalmarian regimes and the time required for the transaction periods, only recently the Kalmarians have had time to focus on other occupations than continuously battling for their survival. However, they have already managed to develop a specific, unique lifestyle that characterizes the Culture of the Realm and indicates the warm and friendly atmosphere that exists in the prosperous community of the Islands.
2 vote yes vs. 1 vote no => no quorum and motion does not pass.

Most measures require 51% agreement of voters to pass. Voting periods will be allocated a variable amount of time depending on whether it's an emergency meeting or a general meeting. The relevant executive officer decides on the outcome of a motion during a tie.

Counting Votes:Votes are sent to the entire assembly and are counted by the relevent executive official.

Modifications to general approach for different Executive Officials:
+
After a long neutrality between Perdan and Kalmar Islands, a war begun between the supreme power of East Continent and the free tiny realm. After the glorious resistance of the Islanders, it took more than a month for Perdan to set afoot on the Chaos Temple and only after considerable help from Itorunt. The casualties for Perdan had been vast as it lost almost 20k CS alone, resulting in the loss of its leading military position at the continent.
Ruler: motions for major political changes, such as war, etc. require 60% agreement of voters to pass.

Judge: may veto the assembly vote in favor of execution and torture, since they are the ones who actually have to carry it out. However, such action will be up for audit at the general meeting. Measures ordering execution and torture require 60% to pass.

General: Acountable to the assembly, but has Imperium of the Army. Still audited each week.

Banker: follows the standard method outlined above.

Regional Lords:

Are expected to maintain their region and provide the assembly with the daily region report. Exact method of region maitenence is up to them. Subject to assembly audit.

Elected to position by majority vote with a quorum of 3.
+
There had been questions about the true reason of the war, as nothing could explain such a military sacrifice of Perdan to capture the Islands that had been turned to barren land due to constant looting, raping, marauding and killing of villagers. The opportunity for a Colony with the friendly government to Perdan was lost as the Islands were not able to sustain a realm any longer. Additionally the productivity of the Islands has been dropped to zero making the regions hard to maintain and completely unproductive for Perdan. It was also argued if the destruction of the harmless realm can offer a single gaining to Perdan. However, the Perdanite General ][osferatu offered a simplistic but logical explanation as driving force behind the invasion (See ][osferatu's statement Here). Perdan kills simply because it can do it.

Marshals:
+
According to their Queen, no Colony will be founded in the short-future and this indicates that this is the end of almost 400 days of independent and free life on the Islands and of nearly 500 days of existence.
Have Imperium like the general, but under him so he can veto their decisions.

Term in Office:In order to secure People's rights, protect the Republic and achieve an undisturbed rotation of power amongst Kalmarians, no position, either elected or appointed, can be held for more than 120 days. After 30 days out of office a person can re-run for an earlier held position. No family can hold simultaneously two competent positions (single Troop Leader or different characters belonging to the same family), except during positions-change where one position must be abandoned as soon as a suitable replacement is found (e.g the Banker is elected as Ruler/Judge as well)

The Culture of Kalmar Islands

Kalmar Islands for many years have been an unfortunate place to live with many sad events being recorded through the ages. Taking in consideration the various changes of the Kalmarian regimes and the time required for the transaction periods, only recently the Kalmarians have had time to focus on other occupations than continuously battling for their survival. However, they have already managed to develop a specific, unique lifestyle that characterizes the Culture of the Realm and indicates the warm and friendly atmosphere that exists in the prosperous community of the Islands.

The Destruction of the Kalmarian Democracy

After a long neutrality between Perdan and Kalmar Islands, a war begun between the supreme power of East Continent and the free tiny realm. After the glorious resistance of the Islanders, it took more than a month for Perdan to set afoot on the Chaos Temple and only after considerable help from Itorunt. The casualties for Perdan had been vast as it lost almost 20k CS alone, resulting in the loss of its leading military position at the continent.

According to their Queen, no Colony will be founded in the short-future and this indicates that this is the end of almost 400 days of independent and free life on the Islands and of nearly 500 days of existence.

The Last Stance of Freedom in Chaos Temple

Two big battles occurred at Chaos Temple where all the defenders of the independence of the islands and the democracy that ruled there for many years had been gathered and set up a last line of defense. The two big battles commenced; one was won and one was lost. The second battle signaled the end of the realm of Kalmar Islands.

Below you can read about the last events as interpreted by Sir Lalakis Abanadonas.
