The Constitution of the Kingdom of Westmoor - NEVER RATIFIED

Preamble

In order to preserve the Kingdom from decline, we, the Lords of Westmoor reform our Kingdom to be defined by this document – our constitution. To ensure stability and perpetuation we subject ourselves and our Monarch to the Rule of Law derived in this constitution.

Component One – Roles, Responsibilities, and Rights

Article One: The Kingdom of Westmoor is the embodiment of a communion between the Monarch, the Governors, the House of Lords, the Military Council, the Treasury and the Realm. By this communion, the Kingdom shall perform the powers of Diplomacy, Security, Food Share and Trade, Religion, and Law. As such, each body shall be defined by the following.

The Monarch: Appointed authority of the Realm and the leading head of the House of Lords. A Monarch shall be voted in by the Realm and is responsible for forming and maintaining the Realm’s Diplomacy, with the consent of the House of Lords. The House of Lords expects regular communication regarding Diplomacy conducted by the Monarch. This is a paramount responsibility. Also, the Monarch is expected to address the Realm at least once every other week updating them on the current status of the Kingdom and to maintain a visible presence as Monarch. They are also responsible for appointing the Governors and the Dukes/Duchess’ of the Realm with the advise of the House of Lords. If the Monarch is absent the authority of the Realm shall be assumed by the House of Lords. In this event, the Diplomacy of the Realm falls under the jurisdiction of the Ambassadors who will report their activities to the House of Lords.

The Governors: Appointed by the Monarch. The Governors include the Lord General, the Lord Treasurer, and the Lord Justice. They are members of the House of Lords and are the governing voices pertaining to their fields. The Governors are expected to conduct their business in the House of Lords, with exception to military matters and gold requests.

The House of Lords: Comprised of the Region Lords, the Dukes, and the Governors along with nobles of leading reputation. All matters of the Kingdom’s powers are to be decided here. As well as advising the Monarch in Diplomacy, the House of Lords is responsible for the Food Share and Trade of the Realm, under the guidance of the Lord Treasurer, the enactment and enforcement of judicial concerns, Law, under the guidance of the Lord Justice, and the tolerance or expansion of Religion. The House of Lords is the legislative, judicial and executive body of the Kingdom. Ambassadors with the power of Diplomacy are responsible to this body.

The Military Council: The deliberating, rational, head of the Realm’s Security guided by the Lord General. The Military Council is the martial body of the Kingom. The Council is responsible for planning and executing all military campaigns both defensive and offensive. A Region Lord has the right to remain in their region during wartime for civil work as long as the Military Council is notified.

The Treasury: Comprised of the Lord Treasurer and the wealthy nobles of the Realm. This is the channel to which the army and knights of the Realm place their gold requests.

The Realm: The Realm is the gathering of nobles under the Westmoorian Kingdom. All nobles of the Realm accept the identity of being a member of the Kingdom and dutifully uphold its Security and sustainable progress. In addition to service in the armies, the Realm is responsible for maintaining a society of proper Nobles with etiquette and common courtesy. This is adhering to the outlines of the Lord Justice’s Bulletin, particularly the item which encourages a respectful freedom of speech.

Article Two: Execution of the Kingdom’s powers shall be obtained through the voting procedures of the House of Lords after deliberation and debate with the Monarch. The Monarch shall be chosen through a Realm wide election and the Governors appointed by the Monarch. The Dukes/Duchess’ shall be chosen by the Monarch on advisory of the House of Lords, and the Region Lords shall be appointed by the Dukes/Duchess’ of the Kingdom. Knights of each region shall be selected by each concerning Lords or Ladies.

Component Two - Amending

Should the House of Lords wish to reform or amend this work they must discuss the amendment and ratify it with a majority vote.
