Investigate a Noble

You can send your secret police to investigate any noble of your realm. They will find out a few details about him such as his current financial status, but most importantly they will attempt to follow him around and see if he meets with any rebels or suspicious people.

This is the only way you can find out if someone is with the underground movement in your realm. It is far from certain, but it is the best you have.
