Scrolls are items of magic created by Wizards. Adventurous commoners can meet a Wizard, provide him with items, and receive the Scroll from his hands. However, they are secretive people and very hard to find.
Anyone can use the magic encapsulated in the scroll without knowing how to use any magic. There are realms that have passed laws making spellcasting illegal, something you can check on the Information page.
Fair warning: Many scrolls are not yet implemented. You can buy them but you can not yet use them. A few scrolls, however, are working.
