Allow those within the region of the tournament grounds and the tournament to communicate with each other.

Allow those within the region of the tournament grounds and the tournament to communicate with each other.
Benefits
It would allow those who stay home (or are diplomatic envoys in the region) to communicate with those at the tournament and vice-versa. This would allow council members, priests etc. to communicate with those. After all, it seems a bit odd that you can be in the same region as the tournament grounds and not communicate with each other.
