The high council – formed by the three high priests/priestesses – decides on things by voting. Some issues require the vote to be unanimous, some don't. Those things will be explained here. Generally, the high priest/priestess of Lodril is given the task of counting the votes and declaring the official result of the vote as he/she represents neutrality.


Declaring a religion evil

The vote needs to be unanimous and the council must hear the opinion of the Volcano Whisperers. Only after the official result of the vote has been declared can the other religion be declared evil.


Declaring a religion variant

The vote needs to be unanimous and the council must hear the opinion of the Volcano Whisperers. Only after the official result of the vote has been declared can the other religion be declared a variant


Ignoring a religion

Two of the three high priests must agree on it. The council isn't obliged to hear the Volcano Whisperers thoughts. Only after the official result of the vote has been declared can the other religion be ignored.

Two of the three high priests must agree on it. The council isn't obliged to hear the Volcano Whisperers thoughts, though it is recommended. Only after the official result of the vote has been declared can the other religion be declared misguided.


Deciding other matters

The votes needed depend largely on what is being decided. As a general guideline, if the decision puts lives at risk, it must be unanimous and the Volcano Whisperers must be heard. As a general guideline, the Volcano Whisperers must be heard on every general matter that isn't specifically instructed not to hear them.
