Region Maintenance Advanced Course by Sir Andrew McKay, King of Eston


Factors affecting Regions Maintenance

This refers to factors which will affect regions as in full turn change. (If you are the ruler or local lord you'll receive a Realm Morale Report every full turn.)

1. Realm Size - The larger it is, the more discontent peasants will be. (I presume this is because the further one gets from the capital, the less they feel like an active member of the realm)

2. Realm Tax Percentage - The larger it is, the more discontent peasants will be. (I have seen/heard tax rate of different realms, ranging from 9% to 30% while all regions are still kept in good shape.

3. Realm Military Size - The larger your military, the more discontent peasants will be.

(Not all people are as blood-thirsty as soldiers are. This phenomenon is known as war weariness. The complaints from peasants about military range from:

1) Relatively large military
2) Large military
3) Very large military and
4) Huge military.

The bigger size of your military, the more your peasants will consider you having, and thus the worse the outcome.)


   o What are the factors involved when calculating this? 		


(Possible factors, no conclusive information on them yet)

     a) Realm population or realm size 
b) Realm military head count or realm military combat strength (Studies done by players have confirmed that it is based on combat strength)



4. Battles that happen within your realm's lands make peasants unhappy.

5. Lootings that happen in your realm's lands make peasants unhappy.

6. Important positions left unfilled make peasants unhappy. (Read: Council members, Dukes, etc)



Effects of Holding Court

Hold Court - This shows the people the justice of their ruler. It takes 6 hours to do and has 3 options. Only 1 court per region is allowed. You cannot hold court when there are other activities (like festival or holiday) planned or happening in the region.

1. Mercy Court - If you show mercy, morale will increase with a minimal effect on loyalty. However, it may incite rebellious groups to be more daring.

   o 100% Raise Morale.
o Large chance to raise loyalty a bit.
o Medium chance to raise independence rate.



2. Just Court - You can also be just, or at least try your best. This will not change morale very much, but increase realm loyalty. It will not affect potential rebels.

   o 100% Raise Loyalty.
o Large chance to raise morale a bit, though it may drop
o Small or no effect to independence rate.


3. Harsh Court - Finally, you can render harsh judgments. This will lower morale slightly. It will also have a random effect on realm loyalty (fear can make for a great source of loyalty, but it is difficult to estimate the effect). The main effect of harsh court is that you have a good chance of actually catching some anarchists, rebels or independence freaks.

   o Large chance to lower independence rate.
o Medium chance to drop loyalty a bit.
o Slight chance to raise loyalty a bit.
o WARNING: If region morale is too low and you go for a harsh court, it is possible that independence rate raises instead of dropping.


Note: Independence rates can be viewed by bureaucrats and it affects realm control (from core, main, province, occupied to rogue), see below for detail.

Effects of Bureaucratic Work

1. Organize Repairs

   o Takes minimum 6 hours.
o Only production will rise.
o Tips: A 6 hour organize repairs usually raises production by only 1 or 2%, but a 12 hour organize can be great (sometimes 6-9%), so you are advised to spend substantial time for this one.




2. Region Statistics - gather data on this region

   o Takes 1 hour.
o Show a graph of Independence, Morale, Loyalty and Production over the past 2 weeks.
o IMPORTANT: Statistics are updated as of last full turn change, showing yesterday's statistics.



3. Survey Administration - check and improve the work of the local clerks.

   o Takes minimum 5 hours.
o Production, morale and loyalty may all rise by a few points.
o This is the best way to improve morale, outside of holding court.
o Tips: Spend substantial hours on this for best results.



Effects of Hero's Tales


Hero's can tell tales to help persuade a region's population

Effects:

   o Appears randomly, any tricks to increase likelihood would be good to know
o Takes 3-5 hours
o Raises a regions morale from 1-8%, depending on the existing region stats, low stats ( < 30% ?) will mean morale rises 1-3% per tale
o Has a chance to lower independence rate.
o People sometime become more patriotic (with a possible slight increase of loyalty).




Effects of Regular Army/Police Work

1. Hang Rebels

   o Takes minimum 4 hours.
o Most effective in eliminating or lowering independence movements, outside of holding court.
o Most damaging on region morale
o Usually a prohibited act for most realms, check before you do it or get banned. This is prohibited in Eston unless ordered by a competent authority.



2. Arrest Rebels

   o Takes minimum 4 hours.
o Second most effective in lowering independence movements outside of holding court.
o Number 2 Damaging on Morale
o Usually a prohibited act for most realms, check before you do it or get banned. This is prohibited in Eston unless ordered by a competent authority.



3. Police Raids

   o Takes minimum 4 hours.
o Third most effective in lowering independence movements outside of holding court.
o Slight drop in region morale.
o Usually a prohibited act for most realms. Only do this is ordered to do so by a competent authority.


4. Normal Police Work

   o Takes minimum 4 hours.
o The least effective in lowering independence movements outside of holding court.
o No drop in region morale.
o The most popular and feasible way to lower independence outside of holding court.



5. Civil Work

   o Takes minimum 4 hours.
o Rise in production.
o Slight chance to raise region morale a slightly.



How to Check Independence Rate

1. Region statistics - gather data on this region

   o Only available to Bureaucrats.
o See above.



2. Temple Visit

   o Only available if you are famous (prestige and honor) enough.
o Takes 5 to 10 gold per visits.
o Takes 1 hour.
o The Priest may comment on how much sympathy independence movements have, rounding up the value to the nearest number divisible by 5.
o Not as accurate as Region Statistics.
o It shows the most current statistics and can be useful if you want to see what progress your region maintenance works have done.



3. Visit your Family


   o Only available in region where your family is located.
o Takes 2 hours.
o Your uncle will tell you how much sympathy the local independence movement has, rounding up the value to the nearest number divisible by 5.
o Not as accurate as Region Statistics.
