When Duchess Florence was elected Grand Dogess of Madina, she appointed Mendicant Anhanger as its Governor and Duke in her stead. With the city once again seeing massive economic and demographic growth, it was not long before the city suffered another great famine and starvation, with the lords of the republic once again refusing to provide the city with food it greatly required.

Duke Mendicant Anhanger was invested as Duke of Candiels  in the Thirteenth year of Dwilight colonisation, his immediate reign of the city was marked by vast and expansive civil works in and around the Candielia, alongside military operations deeper into the Maroccidens wilds. During the foundation of the League of Free Nations Candiels became the centre of military preparation and operations for the march north, funding the army and expedition north, which was ended prematurely when Duke Mendicant Anhanger was crowned Monarch of Candiels, which would serve to be the impetus for the signing of the Commonwealth. An act that created the Candielian Kingdom and Commonwealth of Aurvandil; to be free from the villainous tyranny of the Madinian republic, and its subsequent culture of piracy and transient nobility who held no notions of chivalry or honour. Aurvandil became a centre of civilisation in the southern Maroccidens, expanding across the wilds and forcing the rogues deeper back in conjunction with the Marwood Republic of Barca; it would also be the centre of Chivalry and noble virtue in the south, extolling the ideals of Chivalry and courtly honour in the dusk of the infamy of the Pirate Republic.
Founded by the Royalist Government in the Dwilight year of 16YD, it is an Imperial Court of the Knightly Noblity of the Commonwealth and composed only of a selected body of vassals to the High Sovereign. It's function are primarily the command of the Gentry both landed and unlanded of the Kingdom, and the voicing of the will of the High Sovereign to his subjects, it is convened under the auspices of the Sovereign and acts as a lesser form of a governing body.

Lead and presided over by the High Sovereign, it is a military council of the nobilities and the Knight Hausos At Arms. It's primary function is the relaying of orders, commands and directives from both the High Sovereign and the Knight Hausos At Arms, as opposed to a traditional format of a council of war, it also serves as an emergency governing body over the Imperial city during any time of siege or great upheaval.

The Palais further serves as an armoury, a treasury, a menagerie, the home of the Royal Mint, a public records office, a royal residence, and the Imperial Court, it is divided into a multitude of apartments and separate palaces. The entire complex is surrounded by a moat of sufficient width and depth for ships of the Marine Impériale to sail in, fed by a system of underground aqueducts utilised to provide the Palais with amenities such as running water and sewage systems. It is these aqueducts that are used to supply the multi-storey water fountain complex at the centre of the Palais, as well as to flood the Amphitheatre so that mock naval battles may be held to display the splendour of the Marine Imperiale du Royaume and the engineering might of Orvandeaux civilisation.
