Caste system, posible advance, but dificult.
Aceptance of all religons while they dont endanger the Brotherhood/Hegemony, focus on the divine and the duty to protec and lead.
Focus on the Noble warrior duties and rights, and the system to regulate the society in the diferent castes.
Desribe the moral right of the system, why it is the most perfect in the belivers point of view.
