Aquilegian Democracy

The following is the basic levels of hierarchy in the Aquilegian model of democracy:

1. Senate, including Ruler

2. Council of Representatives

3. Public Assembly

The Senate is composed of the Ruler and ruling council, and representatives of each region under Aquilegian control. All major realm-wide decisions are enacted through the Senate.

The Council of Representatives includes the portion of the Senate exclusive of the Ruler and ruling council. As an accessory council, the CoR allows the representatives to discuss issues without interference from the full Senate, and to make informal discussions to assist the Senate in viewing issues that are only of highest priority to the realm. Therefore, the CoR takes care of issues such as knights distribution, tax rates on individual regions, buildings, etc.

The Public Assembly is open only to unaligned Nobles and Knights. Former Lords, Dukes, and Royals are not permitted in the Public Assembly, as they will retain seats in the CoR. The Public Assembly allows the unlanded nobility to discuss issues common to them, such as income, relationships with lieges, etc. The goal of the Public Assembly is to have literally everyone's voice heard, and in a forum that allows for no interference from outside parties. The Public Assembly is allowed to directly take issues to the Senate, if they are unable to effect any solutions independently with the CoR.
