The friends and admirers
The Aspirant Ranks are consisted mostly by friends, employers and admirers. They are not considered followers of the Order and this is why they do not partake on discussions on specific matters where intervention of the Order is being decided.
Of course, those in the Aspirant Ranks are not obliged to follow the decided policy of the Order, but also they will most likely remain in the darkness on matters that concern the Order.
