Fines issued within D'Hara

The amount of the fine, the reason for the fine, and any explination from the one being fined is to be recorded here.
Duke Rurik Clarke Fined
- 50 Gold for ignoring Marshal's orders in a time of war, dereliction of duties.
- Note - Rurik defected to Luria Nova the next day.
